What flattening does

A filled form field is a live widget: its value can be changed by the next person with a form-capable viewer, and some viewers display field values inconsistently. Flattening draws each field's current value into the page itself and removes the widget — what you see is then what everyone sees, permanently.

Two honest edges

A file with no form is declared a no-op and returned byte-identical — you're told nothing needed doing, rather than being handed a "processed" copy of the same file. And an XFA form (an XML program, not PDF fields — its visible page is often just a placeholder) is refused loudly with that explanation, because flattening its placeholder would produce a convincing-looking file with the real form gone.
